Overview
Since May 2026 Chihuahua has enacted electoral and public‑service reforms: municipal council seats were reduced, digital tools introduced, Indigenous seats created where Indigenous populations exceed 40 %, and dialogue tables opened for women, LGBTQ + people and persons with disabilities. The State Electoral Institute’s ECOSSS Distintivo programme awarded civil‑society groups and launched a free online diploma on political participation; Indigenous free‑prior‑consultation entered monitoring. Municipal decrees created fifteen “Espacios Cardioprotegidos” for rapid cardiac response, while security raids targeted rehabilitation centres, homicide, sexual‑abuse, robbery and animal‑abuse cases. Investigators uncovered 386 unidentified remains at the Crematorio Plenitud, prompting a Red Alert, an Interpol notice and a probe of owner José Luis A.C. and employee Teófilo Facundo M.R. Politically, Morena legislators rejected a constitutional reform to shield elections from organized‑crime influence, drawing PAN criticism, while PRI leader Alejandro Domínguez formalised the “Defensores de Chihuahua” base (≈1 250 members). Morena’s internal race for the 2027 governorship listed 124 aspirants for six slots; the legislature met the constitutional threshold on 30 June, confirming the reforms. An animal‑cruelty forum on 3 July gathered over 170 officials, academics and NGOs, sponsored by Mayor Marco Bonilla. A July landfill‑tire fire in Ciudad Juárez, deemed intentional arson, burned 250‑300 000 tires; firefighters achieved 75‑90 % control with no injuries. The Labor Party endorsed Senator Andrea Chávez for governor. Chihuahua’s anti‑corruption prosecutor Abelardo Valenzuela Holguín presented the state model at a Washington forum, warning that corruption threatens North‑American security. Deputy Fermín Ordóñez distributed eggs to more than 500 families, urging voters to assess candidates, while Senator Mario Vázquez sought CFE action to modernise Ojinaga’s grid.
