Thailand civil service reform and exam scandal
Overview
The 2025 local civil‑service recruitment exam scandal continues to drive Thailand’s public‑sector overhaul. Following the discovery of a large‑scale fraud scheme that saw 5,925 candidates alter their exam answers, the Ministry of Interior announced a timeline to revoke the appointments of all affected individuals. Officials stated that no exceptions would be made, adhering to the “close name, hold behaviour” principle.
Criminal investigations have identified 13 suspects for document falsification and computer-related crimes, while a financial probe into illicit fund flows targets approximately 200 persons. These efforts are being coordinated by the National Police and the Ministry of Interior.
In response to the scandal, Interior Minister Worawit Liangprasit ordered the Department of Local Administration Promotion to raise examination standards. He established a timetable involving 7, 30, and 90-day milestones to implement transparency measures and collect anti-corruption proposals. The Minister emphasized that “the truth must appear, justice must arise, and cheaters must be punished,” warning that corrupt officials will face disciplinary and criminal penalties.
Acting Director-General of the Department of Local Administration (DLA), Nirat Pongsittithavorn, has officially submitted the 5,925 names involved in the irregularities to the National Anti-Corruption Commission and police for criminal investigation. To maintain transparency, the DLA has allowed candidates to review corrected scores between August 13 and 31. Regarding structural reform, Nirat indicated he does not oppose transferring examination responsibilities from the DLA to the Office of the Civil Service Commission (OCSC) to prevent future corruption.
Parallel to these efforts, public sentiment regarding civil service reforms has surfaced through polling. A NIDA Poll of over 1,300 state employees indicates that while job security and welfare remain primary motivators, issues of workload and burnout persist.
