Turkey expands family aid, demographic & gender policies

Overview

The Ministry of Family and Social Services has significantly expanded its demographic and financial support programs through mid-2026. Birth-aid payments have also scaled, reaching over 1.1 million mothers with total disbursements exceeding 22.5 billion lira. Complementing these are new pension reforms, such as the “birth-debt” (doğum borçlanması) scheme, which allows mothers to purchase up to 720 days of pension contributions per child to enable earlier retirement. Additionally, the Social Security Institution raised dowry assistance for certain women to 141,312 lira.

Minister Mahinur Özdemir Göktaş has emphasized these measures as part of a broader strategy to counter global fertility declines and strengthen family bonds. Recent updates to the marriage credit include specific tiers: 250,000 TL for those aged 18-25 and 200,000 TL for those aged 26-29, featuring a 48-month term and a two-year grace period. Eligibility for these credits has been expanded, with the household income threshold raised to 2.5 times the gross minimum wage.

In regional visits to Diyarbakır and Hakkari, the Minister highlighted the integration of these services, noting that 1,316 couples in Hakkari have utilized the marriage credit and 6,110 mothers in that region have received birth assistance. The ministry also continues to prioritize women’s empowerment through the ‘Rising Women’ entrepreneurship program and Family Support Centers (ADEM), which have served 3.3 million people since 2012.
