Armed attacks on civilians in eastern DRC

Overview

Mid‑July 2026 saw isolated killings in Kamituga (South‑Kivu) and Walikale (North‑Kivu), leaving two women dead and prompting calls for investigations. Within ten days the Allied Democratic Forces (ADF) escalated to coordinated assaults across North Kivu and Ituri, killing at least 22 civilians, displacing many toward Beni, and complicating aid delivery amid an Ebola outbreak.

In late July the violence intensified. Between 22 and 27 July, ADF fighters struck villages in Mambasa territory, Ituri, killing at least 31 civilians, according to civil‑society leader Jospin Paluku. Local groups in the Babila‑Babombi chiefdom report that cumulative civilian deaths from ADF/NALU attacks since January 2026 now exceed 190.

By the end of July the ADF launched a further wave of attacks across the Babila‑Babombi chiefdom. Over ten days, twelve incursions hit villages such as Njiapanda, Manteite and Bella, killing at least 39 civilians, burning nine motorcycles, destroying homes and causing several children to disappear. Earlier in the month the group raided the Christian commune of Mangina twice (14‑16 July), killing more than 20 people, injuring six and torching houses.

The surge prompted the UN Security Council to adopt Chapter VII sanctions on leaders of armed groups operating in eastern DRC, including the Rwandan‑backed M23 rebels and the FDLR, imposing asset freezes, travel bans and an arms embargo. Internal displacement in the region has risen to about seven million people, deepening the humanitarian emergency and straining aid delivery.
