Romania‑Slovakia bear conflict fuels EU protection debate

Overview

Romania has run the COOP4SAFE early‑warning system since May 2026 as bear‑human encounters rose along the Transfăgărășan corridor and in towns such as Sfântu Gheorghe. The National Forest Administration set a 969‑bear quota for 2026 (859 preventive removals, 110 intervention killings). On 23 June the Constitutional Court upheld the doubled quota, protecting females with cubs and barring removals in hunting‑prohibited zones; the law now awaits promulgation. In June the agriculture ministry shot a repeat intruder, installed a trap at Lunca Oltului and imposed fines up to 30 000 lei on tourists who feed bears. Harghita County logged 148 alerts, averaging three daily warnings. County council president Barna Botond urged the European Commission for EU‑wide regulation that balances biodiversity protection with public safety, gaining support from several MEPs. At an EU agriculture‑ministers’ summit in Luxembourg, Romania and Slovakia presented a joint proposal to downgrade brown‑bear protection, backed by twelve member states. On 2 July Romania asked the Commission to reclassify the brown bear, citing a population of 10,600‑12,700 and rising conflicts. A televised Ro‑Alert on 7 July highlighted the system’s public‑information role. Mid‑July, the emergency agency issued a Ro‑ALERT for Bughea de Jos, Argeș County after multiple sightings and a 47‑year‑old man was mauled on Mt Băneasa. In the same period, the Slovak village of Závažná Poruba reported a bear attack causing hand injuries; local officials pressed the Ministry of Environment for stronger legislative tools to manage problematic bears. On 17 July Slovenia’s agriculture minister welcomed a court ruling allowing a cull of 206 bears and called for a new 2027 culling decision, citing a population above the 800‑animal sustainability threshold. In early August Brașov introduced stricter waste‑management rules and captured ten bears for relocation.
