Greek AI system speeds vehicle‑insurance fine appeals

Overview

The Greek digital‑enforcement programme has broadened its AI‑driven tools. On 11 July 2026 the government expanded AI‑enabled traffic cameras that automatically capture red‑light runs, mobile‑phone use and seat‑belt violations; notices are sent to drivers via the MyGov portal or mobile wallets, with paper mail now under 30 %. Drivers may request a second review of the camera image before a fine is finalised, and the system records that roughly 30 % of offences are red‑signal breaches, 20 % phone use and 20 % seat‑belt non‑use.

A second wave of AI‑assisted enforcement began on 24 July 2026 when the Independent Authority of Public Revenue (AADE) issued 32,205 new infringement notices for uninsured vehicles, totalling €12.5 million. Notices are delivered by SMS, e‑mail or registered mail and are viewable through the “Cross‑checks” app. For the first time, an AI module analyses appeal documents, produces a confidence score and a recommendation, while final decisions remain with human auditors.

On 26 July 2026 the General Secretary of Information Systems and Digital Governance announced the AI platform that acts as a digital assistant to civil servants, cutting appeal processing from days to minutes and supporting a unified payment portal for public debts.

The rollout continues with a €44 million plan announced on 5 August 2026 to install 1,000 additional AI traffic cameras in Attica, Thessaloniki and Crete, creating a Unified National Digital Recording and Enforcement System that joins existing regional cameras and expands detection to speed violations as well as the previously covered offences.
