Mexico expands aid and services for vulnerable groups
Entities: DIF Monterrey · Quirino Velázquez · DIF Toluca · Gaby Oyervides · Municipality of Chihuahua
Overview
In July 2026 Mexico pressed on with its nationwide rollout of mobility aids, legal‑assistance and transport‑card programmes. Municipal centres in Chihuahua, Coahuila, Quintana Roo, the State of Mexico and Guanajuato continued to distribute wheelchairs, senior‑centre services, benefit cards and mobile health‑education units, while participatory‑budget projects created new public spaces in Chihuahua and Hidalgo.
The Huixquilucan Center of Rehabilitation and Social Integration recorded 13,459 health services for 3,760 patients between April and June, and the Tlaxcala Administration of Public Charity Assets supplied over 24 000 functional support items since 2021.
Child‑protection actions were reinforced. Toluca’s municipal DIF completed 36 street patrols in 2025, reaching 96 homeless children and providing legal, medical, educational and psychological assistance; the program later reported 96 children served in those patrols and earlier identified 45 cases across 20 routes to prevent child labour and exploitation. Monterrey’s DIF supervised an inclusive summer camp offering recreational and developmental activities.
New efforts in Yucatán saw Governor Joaquín Díaz Mena and DIF president Wendy Méndez Naal formalise the return of seven adolescents to their families and the adoption of a baby after extensive legal and social evaluation. In Tlajomulco, officials announced that 705 children and adolescents have been reunited with families or placed in foster homes since October 2024, including 19 cases highlighted during a "Familias de Amor" ceremony.
Chihuahua announced a Disability Support Program for 2026 that earmarks 48.75 million pesos for 6,019 permanent‑disability residents of the capital. Recipients will receive scaled cash transfers via bank cards to cover food, medication, essential goods and functional supports, complementing Governor Maru Campos’ NutriChihuahua food‑security strategy.
The State of Mexico earned the UITP Merit Award, ICCA award, a UN‑regional prize for itinerant justice caravans and a Latam Digital award for its Advance Care Registry platform.
