France heatwave drives drownings, fires, outages

Overview
The June‑July heatwave in France has continued to claim lives and strain resources. By 13 July the Ministry of Sports recorded 142 drownings since 19 June, up from 131 earlier in the week, with more than half occurring at unsupervised or prohibited bathing sites. Minister Marina Ferrari called for greater personal responsibility and announced a reform of the national lifeguard certification to give rescuers more autonomy.
Wildfire activity remains high. Around 2,000 ha of forest near Fontainebleau were contained after two days of fighting by roughly 800 firefighters, and four suspects are under investigation for arson. The fire‑affected area is now roughly twice that of the same date last year.
In the Pas‑de‑Calais department, four drowning emergencies were reported on 13‑14 July, including one fatality of a 65‑year‑old man at Cucq and three rescues of a 60‑year‑old man, a 21‑year‑old woman and a 6‑year‑old boy at Le Touquet and Marquise.
Authorities have stepped up prevention. The French Sea Rescuers (SNSM), backed by the Macif, are running a national "Mini Sauveteurs" tour from 6 July to 4 August, delivering 24 free beach‑safety workshops for children aged 7‑12 across the country and in Paris. On 16 July a coordinated rescue drill at La Londe‑les‑Maures involved lifeguards, police, firefighters and medical teams, highlighting the need for stronger police involvement in future exercises.
Health Minister Stéphanie Rist continues to deploy climate‑control units to hospitals, while Enedis works to restore power after thunderstorms that left up to 20 000 households without electricity. Yellow‑or‑higher weather warnings remain in force for 47 departments as drought and fire risk persist.
