Sudan conflict displacement, returns and food crisis

Overview

Mid‑2026 saw a wave of displacement and return movements linked to the Sudan war. By mid‑June more than 400,000 Chadian nationals who had fled the conflict crossed back into eastern Chad at the Adré border, with the International Organization for Migration warning that funding gaps threatened food, shelter and livelihood support for returnees settling in camps such as Tongori. The majority were women and children, dispersing across Chad’s eastern provinces. Humanitarian actors stressed that an emergency‑only response would be insufficient and called for expanded assistance and community‑led recovery, while peace talks in Sudan remained stalled.

Early July attention shifted to Khartoum, where over two million of the five million who fled after the army’s recapture of the capital were returning. The city received only about one‑third of its pre‑war electricity – roughly eight hours a day – hampering repairs as RSF drone strikes continued to target power stations. Civil servants, students and many teachers had not received salaries, and small business owners reported sharply reduced incomes.

A June UN FAO‑WFP report warned Sudan faces one of the world’s highest risks of acute hunger, with famine possible without large‑scale aid. In Chad, the Ouré Cassoni refugee camp now shelters over 110,000 displaced Sudanese, mainly Zaghawa, served by a single doctor. Daily, 100‑150 new arrivals arrive, stretching food, schooling and health services that remain scarce. The United States has imposed sanctions on Sudanese Islamist groups linked to the conflict. Officials caution that funding shortfalls could jeopardise the massive humanitarian operation feeding, housing and treating millions across Sudan and refugee‑hosting areas of Chad.
