Thailand monsoon flooding and southern preparedness
Overview
The southwest monsoon remains intense, maintaining widespread heavy-to-very-heavy rain warnings across Thailand. On August 5, the Thai Meteorological Department (TMD) forecasted that heavy rain would affect 60–70% of the country, with the strongest downpours expected in northeastern provinces such as Nong Khai, Udon Thani, and Ubon Ratchathani. While tropical storm Kujira was not expected to enter Thai waters, its presence in the South China Sea, combined with a monsoon trough, contributed to waves of 2–3 meters in the Andaman Sea.
In Nakhon Phanom, heavy monsoon rains caused significant flooding, submerging homes, businesses, and roads. The Mekong River rose to 10.78 meters; although this remains below the 12-meter overflow warning level, the elevated water has hindered the drainage of runoff from local tributaries and city systems. In response, Governor Adisak Noisuwan and Mayor Niwat Jiawiriyaboonma ordered a multi-agency response, utilizing eight large water pumps and distributing sandbags via disaster prevention officials and soldiers.
By mid-August, the TMD issued further warnings for heavy rain and potential flash floods effective August 13. Intense downpours were expected to impact Northern Thailand—specifically Chiang Rai, Mae Hong Son, and Chiang Mai—through August 15. On August 9, the Thai government issued directives to governors in 14 southern provinces to prepare for potential flooding and droughts under the direction of Prime Minister and Minister of Interior Anutin Charnvirakul.
By August 19, Deputy Prime Minister Yotsanan Wongsawat issued urgent directives to governors in Nan, Phayao, and Lamphun to prepare for potential flooding and flash floods. Measures include monitoring high-risk zones, utilizing the Cell Broadcast system, and preparing KA-32 helicopters for evacuations and relief in hard-to-reach areas.
