Pakistan‑Afghanistan border strikes and humanitarian fallout

Overview

In early July 2026 Pakistan’s airstrikes inside Afghanistan’s Paktia, Paktika and Kunar provinces killed dozens of civilians, prompting UN and Indian condemnation and US acknowledgment of Pakistan’s right to self‑defence. The United Nations OCHA recorded 36 civilian deaths and 163 injuries on 10 July, while UNICEF warned on 12 July that up to 3.7 million Afghan children under five face acute malnutrition, with severe cases now concentrated in 26 of 34 provinces and children under two accounting for the majority of those cases.

The same day Pakistan’s interior ministry launched a nationwide crackdown on undocumented Afghans, conducting large‑scale raids in Karachi, Rawalpindi, Peshawar and Lahore. About 20,000 people were slated for phased expulsion and Punjab reported the repatriation of 138,342 Afghans, pushing the total deported since October 2023 to over 2.5 million. UN agencies cautioned that the continued mass removals could deepen Afghanistan’s humanitarian crisis.

A July 15 analysis linked the current surge in cross‑border militancy to Pakistan’s historical strategy of cultivating militant proxies during the Soviet‑Afghan war. The legacy of training camps and ideological networks, combined with domestic governance weaknesses, has enabled groups such as the Tehreek‑e‑Taliban Pakistan (TTP) to operate across the Durand Line. The report called for sustained counter‑extremism measures, stronger democratic institutions, socio‑economic development and a regional security framework based on mutual interests rather than proxy competition.
