Ghana flood response expands with sanitation reforms

Overview

Following the severe June 29 floods that inundated Accra and other regions, Ghana’s government launched a series of sanitation and flood-mitigation actions that have broadened in scope and duration. In early July, Kumasi’s mayor ordered a city-wide sanitation crackdown, arresting offenders and dredging waterways to curb future flooding. The National Development Planning Commission made sanitation indicators a performance metric for all 261 assemblies, earmarking 10% of each Common Fund for environmental projects. Municipal authorities in Accra and Kumasi carried out high-profile waste-dump arrests, market clean-ups and weekly inspections, while the Accra Metropolitan Assembly introduced a free month-long refuse-collection programme and a WhatsApp reporting line. President John Dramani Mahama proclaimed 10-11 July as National General Cleaning Days, mobilising the armed forces, Zoomlion, Jospong and thousands of volunteers to desilt drains, clear debris and open six previously idle waste-transfer stations across Greater Accra. The clean-up was extended beyond the initial two days: the Local Government Minister dispatched additional trucks and tricycles, kept transfer stations and landfills open free of charge, and urged assemblies to continue work through at least 18 July. Parallel actions included the Ghana Revenue Authority redirecting seized cooking-oil cargo to school feeding programmes and the Ga Traditional Council ordering temporary shop closures to facilitate cleaning. Governance reforms ran alongside the sanitation drive. Workshops for Mampong and other assemblies promoted corporate-governance standards and financial-discipline, while the “Accounting to the People” series and parliamentary calls for a comprehensive drainage policy heightened transparency. The Accra Metropolitan Assembly scheduled a further National Sanitation Day for 1 August, warning of arrests and fines for non-compliance. In August, the government transitioned away from its long-standing contract with Zoomlion Ghana Limited.
