Overview

Six months after the January–February 2026 storm series, including Storm Kristin, Portugal continues to manage a €5.3 billion damage estimate. In the Beira Baixa region, authorities reported €74.33 million in damages from Storm Kristin, with €57.34 million in aid approved across eight municipalities. Sertã and Idanha-a-Nova have requested the highest amounts, at €23.78 million and €23.01 million respectively. Funding is managed through the Municipal Emergency Fund (FEM), which covers up to 60% of public reconstruction costs, with the remainder expected from European Investment Bank credit lines. Jorge Vala, president of the Leiria Intermunicipal Community, criticized the 60% cap as “manifestamente insuficiente” (manifestly insufficient), calling for support to increase to 85% or 100% to relieve pressure on municipal treasuries.

In the Leiria region, approximately 100 companies face financial uncertainty after the ‘Linha Reindustrializar’ support fund was exhausted. Vala warned that businesses in weaker positions risk closure without additional reinforcement from the Minister of Economy and Banco Português de Fomento. Meanwhile, Leiria’s Municipal Water and Sanitation Services (SMAS) is investing roughly €500,000 in mobile generators and redundant communication systems to ensure service continuity during future power outages. In Sertã, housing recovery is progressing, with over €2 million paid out across 541 applications to assist families with permanent residence repairs.
