Overview

The federal government has imposed emergency and governor’s rule in Khyber Pakhtunkhwa (KP), suspending the provincial government led by the Pakistan Tehreek-e-Insaf (PTI). Prior to the formal takeover, tensions escalated as federal ministers suggested legal requirements for emergency rule had been met, with Information Minister Attaullah Tarar accusing the KP administration of being a ‘B-team’ for the Tehreek-e-Taliban Pakistan (TTP). Chief Minister Sohail Afridi rejected these threats, stating he would rather resign than compromise his ideology. Following the formal imposition of governor’s rule on October 11, Prime Minister Shehbaz Sharif traveled to Peshawar to chair an Apex Committee meeting with senior civil and military officials to focus on counterterrorism, police reforms, and increased security funding.

During subsequent meetings with the Federal Apex Committee and the Area Representative Development Council, the Prime Minister announced a Rs160 billion federal development package for KP to address infrastructure, public welfare, and security. Provincial adviser Samar Haroon Bilour noted that 70 per cent of these funds will be allocated to the province’s merged districts. The Prime Minister also pledged to strengthen provincial police, complete Safe City projects, and ensure food security. Emphasizing the human and economic costs of instability, Sharif stated the government will not rest until the “last terrorist is eliminated.”
