Spain's La Séptima launch faces legal challenge

Overview
In late May 2024 the Spanish Council of Ministers approved a 15‑year licence for Servicios Integrados de Entretenimiento Televisivo (SIETE) to operate La Séptima, a new open‑access DTT channel. The licence was formally published on 6 June 2026, assigning an HD slot in the MPE5 multiplex of the 2025 technical plan. La Séptima will begin 24‑hour live news broadcasts on 5 November 2026, the same day phase 1 of the nationwide DVB‑T2 transition starts, requiring households to retune their sets. A public‑information campaign launching on 8 September will guide viewers through the retuning process. By July 2026 the channel is being prepared with roughly €30 million of investment and a staff of about 300 journalists, producers, technicians and administrators. Media entrepreneur José Miguel Contreras has appointed veteran journalist Javier Ruiz as editorial director, while comedian Héctor de Miguel will anchor a daily programme that blends news, satire and entertainment. RTVE will add a sixth DTT channel, Cultura RTVE, on the same launch day. Funding of €20‑25 million for the first three years targets a 2 % market share by 2030. A carriage dispute has arisen with pay‑TV platform Movistar Plus, whose president Marc Murtra rejected pressure to carry La Séptima free of charge.
On 27 July 2026 the far‑right party Vox lodged an administrative appeal before the Audiencia Nacional, contesting the licence awarded to SIETE. Vox argues the allocation breaches legal requirements and the principles governing such concessions. The appeal introduces uncertainty for the launch schedule, but La Séptima maintains its plan to begin broadcasting on 5 November 2026.
