Dominican Republic deportations and migrant clashes

Entities: Dirección General de Migración (DGM) · Dominican Republic · Misael Antonio Zapata López · Dirección Central de Inteligencia (DINTEL) of the Dominican Republic National Ph · Haitian undocumented migrants

Overview

Since the U.S. third‑country partnership framework began in April 2026, the Dominican Republic has stepped up immigration enforcement. Nationwide operations in May and June detained thousands of irregular migrants and deported more than 9,000, mainly through the border posts of Dajabón, El Ías Piña, Jimaní and Pedernales.

In mid‑July the army seized three Dominican nationals and intercepted 1,102 foreign nationals, including 30 Haitians. Haitian migrants were later detained in Valverde and Santiago Rodríguez, and a migration‑agency employee was accused of assaulting a Haitian teenager in Monte Plata. A video on 20 July showing a Haitian migrant handcuffed to a motorcycle in San Juan de la Maguana triggered a DGM investigation. Two days later a Haitian attacker wounded a lieutenant colonel in Verón; the officer’s return fire injured the migrant, who later died.

From 22 July to 25 July raids intensified: two Dominicans were arrested for transporting 11 Haitians; a cargo‑truck driver was caught with 29 undocumented Haitians, including a child. The Dirección General de Migración recorded 1,499 deportations via El Ías Piña in three days and a total of 1,004 detainees nationwide, with a peak of nearly 1,800 captures in 24 hours. Over 520,000 people faced travel bans pending legal cases, and Haiti’s foreign ministry lodged diplomatic protests.

On 28 July the DGM upgraded its inspection system (DOM‑02) to automatically compare passport photos with chip data, improving document fraud detection. In the same period police seized large quantities of marijuana, cocaine, slot machines and over 1,100 magnetic cards for credit‑card cloning. Interdiction operations detained 1,024 additional irregular migrants, the highest numbers in Dajabón (99) and Santo Domingo (85), who were later repatriated through the usual border posts.
