The bill is designed to target 13 types of criminal acts, including corruption, narcotics, terrorism, and organized crime. Recent deliberations have focused on expanding the bill's reach; Commission III Vice Chairman Ahmad Sahroni emphasized that the law must be stringent enough to seize assets held by third parties involved in criminal fund flows. Additionally, KPK Deputy Chairman Johanis Tanak proposed including provisions to seize assets of state officials not disclosed in their mandatory Wealth Reports (LHKPN).

As of late October 2026, Commission III is intensifying discussions through Public Hearings (RDPU). Legislators, including Abdullah and Sari Yuliati, are increasingly advocating for the bill to prioritize victim compensation. They argue that law enforcement must move beyond punishing perpetrators to ensuring assets seized from fraudulent activities, such as fake investments, illegal robot trading, and pilgrimage scams, are returned to affected citizens. Deputy Speaker Sari Yuliati emphasized that the bill should include detailed mechanisms for victim identification, loss assessment, and the distribution of managed assets to prevent funds from being absorbed into the state treasury while victims remain uncompensated.
