Indonesia waste-to-energy drive expands

Overview

Indonesia’s waste‑to‑energy programme continues to scale under President Regulation No. 109 of 2025, which mandates urban waste be turned into renewable electricity. The regulation targets the roughly 141,926 tons of waste generated daily, of which only about 26 % is currently processed properly.

In Central Java’s Banyumas regency, a pilot scheme swaps sorted plastic waste for staple foods, vouchers and household items, coordinated with local waste‑bank partners and a consortium that includes GIZ Indonesia, Landscape Alliance, the KEHATI foundation, SNV Indonesia, Bappenas and BAPPERIDA. PT PLN (Persero) broadened its CSR activities with a Refuse‑Derived Fuel (RDF) biomass pilot in Olehsari village, Banyuwangi, East Java, processing 10 tons of waste daily to supply substitute fuel for power plants and industry. The pilot was formally handed over on 22 July 2026, with PLN officials highlighting its role in reducing landfill volume and providing cleaner energy.

Separately, PLN’s unit in South Sulawesi is assisting the National Land Agency’s agrarian‑reform programme in Majene, West Sulawesi, focusing on land legalisation, redistribution and capacity‑building for UMKM in Limbua and Bonde Utara, where average monthly incomes are below Rp 2 million.

On 29 July 2026, a groundbreaking ceremony marked the start of the Legok Nangka Waste‑to‑Energy Plant in West Java. The $400 million facility, built with Japanese partners Sumitomo and Hitachi Zosen, will process about 2,000‑2,131 tons of municipal solid waste per day, generate roughly 40.8 MW of electricity and cut an estimated 311,000 tonnes of CO₂‑equivalent emissions. Full operation is targeted for 2029.

These initiatives build on earlier steps such as the Pedungan incinerator in Bali and financing commitments for new WTE facilities in Yogyakarta and Bekasi, reinforcing Indonesia’s push to meet its net‑zero‑by‑2060 target.
