Indonesia expands waste-to-energy and circular economy drive

Overview

Indonesia is accelerating its waste-to-energy (PSEL) programme under Presidential Regulation No. 109 of 2025, targeting the resolution of 70–80% of the nation's waste problem by 2029. The government aims to develop approximately 30 PSEL sites, with several designated as Strategic National Projects (PSN).

Recent developments in the PSN phase include facilities in Bekasi (1,400 tons/day capacity), Bogor Raya (1,500 tons/day), and Denpasar Raya (1,200 tons/day). Under current regulations, the state electricity company, PLN, will purchase the generated electricity at a rate of US$ 0.2 per kWh. In Bantul, local authorities are preparing infrastructure for the Piyungan PSEL facility, including plans to procure additional waste collection trucks via the regional budget starting in 2027.

The Indonesian House of Representatives (DPR RI) Commission II has announced a new large-scale program targeting regions producing more than 500 tons of waste daily, such as the Banjarbakula landfill in South Kalimantan. This initiative involves collaboration between regional heads, the Ministry of Home Affairs, and Danantara to bolster national energy security. This follows the existing Local Service Delivery Project (LSDP), which currently focuses on regions producing between 100 and 500 tons of waste daily.

Other regional initiatives include the Legok Nangka plant in West Java, a PSEL project in Palembang, and pyrolysis pilot projects in Bogor, Semarang, Bekasi, and Jakarta. Circular economy efforts continue through Black Soldier Fly programs in Yogyakarta and the RAMAH movement in Bima.
