Overview

The transition from extreme heat to volatile autumn weather continues across Central, Southeast, and Southern Europe. A powerful Mediterranean cyclone, named Agneta, is moving across the Balkan Peninsula, bringing heavy rainfall, strong winds, and snow.

In Romania, the National Meteorological Administration (ANM) has issued orange and yellow alerts. Significant impacts have been reported in Bucharest and Ilfov, where strong winds caused trees to fall, damaged vehicles, and tore off roofs and advertising signs. In the coastal region of Constanța, orange alerts are in effect, with rainfall potentially exceeding 90 liters per square meter. Extreme weather has led to the suspension of maritime operations in several Romanian ports, including Constanța Nord, Sud, Midia, and Mangalia. In mountainous areas, heavy snowfall has been recorded at altitudes above 1,700 meters, leading mountain rescuers to close hiking trails in the Bucegi Mountains. The cyclone has also triggered red and orange alerts in Italy, Greece, and Bulgaria, with risks of flash floods. Meteorologists warn that this unstable pattern is expected to persist through November 4.

In Bosnia and Herzegovina, the Federal Hydrometeorological Institute (FHMZ) predicts cloudy and unstable conditions through early November, with rain in the north and west and light snow on mountain peaks. A stabilization period is expected around November 5, followed by another shift toward instability around November 10.

Croatia is facing strong bura winds, particularly along the northern Adriatic and near Velebit, where gusts may reach hurricane force. In Serbia, a weather alarm has been issued for areas south of the Sava and Danube rivers, where more than 20 liters of rain per square meter could fall within 12 hours.
