U.S. expands efforts to curb birth tourism via task force

Following the June 30, 2026, Supreme Court decision upholding birthright citizenship, President Trump signed two executive orders between August 6 and 8, 2026, to curb “birth-tourism.” These orders target children of foreign diplomats, government employees with immunity, members of designated terrorist organizations, and “alien enemies.” White House Deputy Chief of Staff Stephen Miller stated that birth tourism is “hereby banned” and that no one is permitted to obtain a visa for that purpose. Secretary Rubio stated that “American citizenship is not for sale,” noting that the task force has already revoked more than 600 visas worldwide within its first month. At the border, U.S. Customs and Border Protection (CBP) agents at the Ciudad Juárez and El Paso crossings have begun issuing warnings to travelers. Immigration lawyer Arturo Vázquez reported that at least 94 individuals from Ciudad Juárez have had their visas canceled under these measures. In response to the crackdown, Vázquez has advised parents with children born in the U.S. to avoid non-essential travel to border cities like El Paso for several months to avoid heightened inspections. In the Baja California region, health officials are monitoring potential shifts in medical demand. Dr. Fabián Walters, president of the Baja Health Cluster, noted that while there is no current surge in births in Tijuana, the city’s private hospital infrastructure is prepared for an increase in demand, noting that private obstetric services in Tijuana remain significantly more affordable than those in the U.S.
