Overview
Global efforts to address the impact of digital technology on youth mental health have transitioned from observation to significant legal and regulatory action. In the United States, a bipartisan coalition of 51 attorneys general reached a settlement with Meta, involving potential payments of up to $17 billion and mandates for parental controls and time limits. Furthermore, U.S. courts have allowed thousands of lawsuits against Meta, ByteDance, Google, and Snap to proceed regarding addictive platform designs.
Legislative restrictions for minors under 16 are expanding in Australia, Brazil, Indonesia, Malaysia, and the United Kingdom. In Latin America, experts and leaders from Panama, Costa Rica, the Dominican Republic, and Ecuador have called for a regional debate on regulating social media and mobile access for children. This follows reports that Latin America and the Caribbean have the highest average daily social media usage globally. While Panama and Ecuador have existing legislative projects, the region currently lacks specific laws to regulate these digital effects.
New intervention strategies are also being explored. A Stanford Medicine study, published in JAMA Health Forum, suggests that pop-up health warnings regarding mental health risks—such as depression, anxiety, and sleep disruption—could effectively reduce usage among young users. This aligns with a 2024 recommendation by the U.S. Surgeon General to implement notices similar to those on tobacco products. Consequently, states like California, Colorado, Minnesota, and New York have passed laws requiring such warnings, with California’s statute set to take effect in early 2027.
Despite these pressures, the relationship remains complex. While many youth report depressive symptoms, research from Common Sense Media and Hopelab indicates that many still value social media for self-expression and social support.
