Indonesia MSME support and export development
Overview
The Indonesian government and private sectors are advancing initiatives to support micro, small, and medium enterprises (MSMEs), with an increasing focus on female entrepreneurs, digital independence, and expanded capital access. Domestic support includes a ministerial decree providing a 50% discount on marketplace service fees for local products, requiring administrative verification through the SAPA UMKM application. Financial assistance has been bolstered by Regulation Number 7 of 2026, establishing the Credit for Underprivileged Women (KPPS) program. To address broader capital challenges, DPR RI Commission VII is exploring financing schemes tailored to the creative economy, such as using intellectual property as collateral, expanding People’s Business Credit (KUR), and utilizing securities crowdfunding. A Working Committee (Panja) is being formed to reduce bureaucracy and improve low-interest financing access. On the international front, the Ministry of Trade is implementing a ‘local to global’ strategy through the ‘Desa BISA Ekspor’ program and a ‘campuspreneur’ initiative. The Ministry of Cooperatives is also pushing local cooperatives to upgrade business capacity to compete internationally. Deputy Minister Farida Farichah identified human resource quality, financing, and market access as the three primary challenges, prompting the Ministry to provide assistance for international quality standards and certifications. To facilitate networking, the Ministry is supporting participation in the China International E-Commerce Industry Expo (CIEIE) in Jakarta. Efforts to empower women are being reinforced by the Ministry of Women Empowerment and Child Protection (PPPA) to foster economic and educational independence. Private sector support includes PT Pelabuhan Indonesia (Pelindo) providing business assistance to MSMEs, where 41 out of 53 recipients are women. Additionally, the Srikandi PLN ‘Women Support Women’ program has conducted skill-building training, such as teaching farmers' groups to process goat milk into value-added products.
