Overview

The Po basin remains in a severe water emergency, with water scarcity levels upgraded from “medium” to “high” at the end of July. River flows continue to drop far below historic averages; in Emilia-Romagna, the Po’s discharge fell to 246 m³/s, well below the 450 m³/s critical threshold. Alpine lakes have seen levels plunge to just 5–7% of normal capacity. In Lombardy, water reserves have dropped to approximately 798.5 million cubic meters, less than half the seasonal average. This scarcity has caused saltwater to intrude 20 to 25 kilometers into the Po river delta, making water too saline for irrigation and threatening freshwater ecosystems.

By mid-August 2026, the crisis expanded to include critical wildfire risks. In Emilia-Romagna, an orange alert was extended until August 23 following over 220 fires. In the Biellese region, the Monte Barone wildfire required intensive firefighting efforts. Water restrictions have been implemented in municipalities such as Ceva, Mandello del Lario, and Verona to preserve drinking supplies.

In late August, officials from Ravenna met with Agriculture Minister Francesco Lollobrigida to address the impact on farming. Ravenna Agriculture Councilor Barbara Monti reported that over one hundred farms in hilly areas lack irrigation water, leading to production decreases of up to 40% for grapes and grain. In response, the Minister appointed the head of the Civil Protection Department as the technical lead for resource planning. Local officials emphasized that the crisis has become a “structural condition rather than an episodic emergency,” necessitating long-term planning.
