Polish municipal governance actions (Aug 2026)

Entities: Bank Gospodarstwa Krajowego · Polish local authorities · Debrzno · Bukowiec · Chwaszczyn road project

Overview

Following mid‑July developments, Polish local authorities continued council sessions, participatory‑budget initiatives and infrastructure upgrades across dozens of gminas. Municipal councils approved budgets, audit reports and development plans, while participatory budgeting opened in many towns, with dozens of citizen proposals for 2027 moving to evaluation and voting.

Water‑supply modernization progressed: remote‑reading units were installed in Śniadowo, Zielona Góra and other locales; Aquanet upgraded about 130 000 meters; Marki launched a free five‑year replacement programme. Drought‑related water‑use bans were tightened, limiting garden irrigation, pool filling and car washing, with fines up to 5 000 zł.

In early August, additional measures were announced. The gmina of Bukowiec imposed a full‑day ban on garden and agricultural irrigation, restricting any use to 18:00‑21:00 until the end of August 2026, while Debrzno limited tap water to domestic needs without a permit; violations may incur fines from 500 zł.

Polish water utilities accelerated the shift to remote radio‑enabled meter reading. Zielonogórskie Wodociągi i Kanalizacja signed a contract for 18 000 telemetry kits, and Aquanet plans to install around 130 000 devices serving roughly 900 000 residents, with full deployment aimed for 2029. The system provides hourly consumption data, leak alerts and theft prevention, targeting a reduction of nationwide water losses that average 20‑25 % (up to 58 % in some regions). Early adopters such as MPWiK Wrocław have already cut losses to about 4 %, and municipalities like Przasnysz are adding night‑flow monitoring and DMA zoning.
