Nigeria insecurity, reforms and political pressure

Overview

In early July, Nigerian authorities expanded their security outreach, warning against social‑media misinformation and urging regular briefings. Pentecostal leaders such as Pastor Femi Emmanuel and Rev. Enoch Adeboye called for faith‑based activism and concrete policy solutions to kidnapping, insurgency and farmer‑herder clashes.

Parallel reforms included a ban on recruiting former terrorists and the Senate’s termination of the Boko Haram pardon programme. On 18 July the African Democratic Congress (ADC) demanded President Bola Ahmed Tinubu’s resignation, citing World Bank figures that about 60 % of Nigerians now live below the poverty line and a WFP warning of acute hunger for 17 million people. The ADC’s call was compounded by internal party rifts, with former APC vice‑chairman Salihu Mohammed Lukman accusing Governor Nasir El‑Rufai of marginalising him and tensions involving Vice‑Presidential hopeful Rotimi Amaechi.

On 20 July the Senate adopted a resolution to suspend the government’s terrorist rehabilitation, de‑radicalisation and reintegration programme, arguing that it enables insurgents to evade justice. The resolution followed the abduction and murder of retired Major‑General Rabiu Abubakar in Katsina State and called for an end to pardons, stronger intelligence, modernised surveillance and deeper cooperation among security agencies, traditional leaders and communities.

In July 2026 the ADC ended a long‑standing split in Kaduna when party leaders, including Elder Patrick Ambut and Zonal Vice‑Chairman Hajiya Hafsat Baba, met at the office of gubernatorial candidate Isa Ashiru and announced a unified front. The reconciliation followed former ADC chieftain Salihu Mohammed Lukman’s resignation over disputes with Governor Nasir El‑Rufai.

A week later ADC chieftain Kenneth Okonkwo urged President Bola Tinubu to step down before the 2027 elections, citing recent massacres in Plateau and Benue, beheadings in Oyo and a kidnapping in Kaduna, and condemning Tinubu’s perceived takeover of the Independent National Electoral Commission after a court overturned the ADC’s deregistration.
