Indonesia's EV ecosystem and motorcycle subsidy rollout
Overview
Indonesia is accelerating its electric vehicle (EV) ecosystem through infrastructure expansion and adjusted subsidy schemes. To support the transition, the Ministry of Energy and Mineral Resources has implemented a 2025–2030 roadmap to deploy public charging stations across highways, industrial zones, and tourist spots. Regarding the National Electric Motorcycle Ecosystem (Molinas), President Prabowo Subianto has announced plans to provide significant incentives to companies capable of producing one million electric motorcycles domestically. To support this, the government has adjusted the incentive program, reducing the subsidy from Rp5 million to Rp3 million per unit.
As of September 2026, the Ministry of Industry is studying a new incentive scheme designed to reward higher levels of domestic component content (TKDN). This policy, guided by Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Pandjaitan, aims to ensure incentives increase local production capacity and investment rather than just driving sales.
To support long-term sustainability and the goal of Net Zero Emissions by 2060, the Ministry of Environment is developing an EV battery waste management ecosystem, targeted for completion by mid-2027. This includes drafting regulations this year to manage hazardous waste and utilizing dealers and workshops as collection points, potentially offering incentives for battery exchanges. The government continues to collaborate with stakeholders like KADIN and GAIKINDO to balance industrial growth with safety and social involvement.
