Brazil expands cultural funding and regulatory frameworks
Overview
Since mid‑2025, Brazil’s cultural sector has accelerated through record investment and policy initiatives. This proposal seeks to prioritize public funding for cultural expressions that have undergone or completed federal registration with the National Institute of Historic and Artistic Heritage (Iphan) through mechanisms such as exclusive funding lines, quotas, or scoring bonuses. Transparency and local administration are also evolving. In Paraíba, the State Secretariat of Culture is launching a Culture Transparency Portal to centralize data on public resources and project execution. Meanwhile, in Patrocínio, Minas Gerais, artists are being encouraged to register on the ‘Cult Editais’ platform to access funding via the National Aldir Blanc Policy (PNAB). By September 2026, municipal-level implementation of PNAB continued, with Ubatuba extending deadlines for awards such as the Cultura Viva Award and scholarships for masters of traditional cultures. In Nova Mutum, registration opened for projects totaling R$ 293,000 across categories like animation and music.
