Mexico's $181bn hospital and health tech expansion

Overview

By August 2026, Mexico's 181-billion-peso National Hospital Infrastructure Plan has transitioned into a broad modernization of both facilities and digital technology. President Claudia Sheinbaum's administration is executing 152 projects aimed at increasing public-sector beds to over 106,000 by 2030. Notable construction milestones include a 553-bed IMSS megahospital in Santa Catarina, Nuevo León, built by military engineers, and an ongoing 21-hospital expansion program for IMSS. Regional progress includes the 144-bed Hospital General de Zona No. 5 in Hidalgo and a near-complete ISSSTE hospital in Tampico.

Technological upgrades are central to the reform. IMSS is rolling out 42 advanced 256-slice CT scanners across 19 states, alongside the deployment of robotic-surgery programs in major cities and the installation of new MRI and angiography units. Digitalization efforts include equipping all public health centers with internet access for unified clinical records and expanding ISSSTE telemedicine to 859 units.

Social reforms are also advancing. The Universal Health Service rollout includes credentialing for seniors and people with disabilities in states like Sonora and Campeche, with full activation expected in January 2027. To support this, the Salud Casa por Casa program is expanding, authorizing licensed nurses to prescribe basic medicines starting August 2026 and incorporating private pharmacies and dispensing machines to ensure medication access. Additionally, the "La Clínica es Nuestra" program has allocated 4.608 billion pesos to upgrade over 8,000 medical units under IMSS-Bienestar.
