Romania & Moldova: Intensive Crime & Border Crackdowns

Overview

Romanian law enforcement has significantly expanded its crackdown on organized crime and economic fraud through massive, coordinated operations. In June, Operation Jupiter (including Jupiter 5) involved hundreds of searches nationwide, targeting fiscal evasion, money laundering, and contraband. These raids uncovered diverse criminal activities, including illegal gambling, wildlife poaching, and illegal waste dumping, with estimated financial damages exceeding 100 million lei. Specific successes included the seizure of over 160,000 illegal cigarettes and the dismantling of a prostitution facilitation network.

Organized crime groups have also faced targeted strikes. The Buricea clan in Brăila and Galați was heavily impacted, with dozens of members detained and assets worth over €0.5 million seized. Additionally, DIICOT dismantled a pension-fraud ring that used fictitious work histories to defraud the state of approximately 7 million lei. International cooperation remains a key component, evidenced by the arrest of Romanian brothers wanted in Italy for drug trafficking and the seizure of stolen vehicles from Germany, Poland, and Hungary at the borders.

Border security continues to be a priority. Authorities have intercepted significant shipments of counterfeit goods and contraband cigarettes from Turkey and Moldova. Simultaneously, Romanian border police have participated in large-scale international efforts, such as FRONTEX-coordinated operations in the Mediterranean, resulting in hundreds of rescues.

Recent enforcement actions have also targeted high-profile cybercriminals and sophisticated fraud. In Sinaia, police arrested Mihai Ionuț Păunescu, a notorious hacker known as ‘Virus,’ who was previously convicted in the United States for distributing malware that infected systems at NASA. Păunescu was intercepted using a vehicle equipped with a rotating mechanism to switch between standard Romanian plates and fraudulent diplomatic plates. He has since been placed under 30-day house arrest.
