Spain health workforce strain and training expansion

Overview

Since June 2026, the Spanish health system has faced a widening mix of staffing, training, and service pressures. Andalusia rolled out a €168 million summer plan hiring 41,639 staff, while the regional parliament pledged a 2027 macro-recruitment of over 10,000 permanent posts. Protests by more than 30,000 health-service technicians in Andalusia prompted the reinforcement of the “Unidad Sócrates” police unit. Pediatrician shortages have left roughly half a million children without primary-care doctors, and assaults on health workers rose 6% in 2025.

Regional efforts to bolster staffing continue through August 2026. In Navarre, the Osasunbidea health service approved a recruitment process for 54 permanent specialist physician positions across ten specialties, with selection exams scheduled for November 2026. Meanwhile, Galicia’s Sergas activated a summer temporary hiring pool of 4,018 professionals to cover shortages in primary care and emergency departments.

Training capacity is expanding significantly. The Ministry of Health announced a record 12,850 Specialized Health Training (FSE) positions for 2027, a 3.9% increase from the previous year. For the 2027 call, Andalusia has been allocated 2,068 of these positions. Applicants must submit requests between September 1 and September 14, 2026, ahead of the January 23, 2027, examination.

In the Canary Islands, the Health Service (SCS) has completed its largest-ever workforce stabilization process, securing more than 9,000 positions through merit-based competition across 122 professional categories. This includes 2,059 nursing roles, 1,046 physicians, and 675 family doctors. Combined with an ongoing competitive examination phase for 1,585 positions, the total number of stabilized roles reaches approximately 12,000.
