Overview

Greece’s road‑safety programme, launched in 2025, combines stricter legislation, extensive enforcement and new technology. The “Zero tolerance for non‑use of helmets” campaign remains a nationwide operation. Under Law 5209/2025, motorbike drivers and passengers face a €350 fine and a 30-day licence suspension, while light electric vehicle operators face a €30 fine.

Throughout August and September 2026, intensive nationwide inspections were conducted. In late August, the Hellenic Police performed over 22,000 inspections weekly, recording thousands of violations across Attica, the South Aegean, and the Ionian Islands. During this period, authorities also targeted alcohol consumption and specific scooter infractions, such as missing speed limiters and riding on sidewalks.

In early September, enforcement intensified following two critical accidents involving minors on electric scooters in Tinos and Glyka Nerá. This prompted targeted inspections of minors and rental businesses in Athens and Achaia. Concurrently, Zakynthos implemented an educational initiative, distributing helmets to riders instead of issuing fines. In mid-September, police also expanded checks to include school bus safety and the use of AI surveillance for red-light violations.

In late September and October 2026, enforcement continued across multiple regions. Between 19 and 25 October, 891 checks in Thessaly resulted in 111 violations, while 883 checks in Eastern Macedonia and Thrace led to 30 violations. These operations included educational lectures and the distribution of safety materials. Authorities continue to place particular emphasis on rental businesses and professional delivery personnel.
