USMCA/T‑MEC Review Fuels Trade Uncertainty

Overview

The United States let the USMCA/T‑MEC lapse on 1 July 2026, triggering the treaty’s first mandatory joint review and confirming a 2036 expiry. Annual reviews now frame the pact as a tool for U.S. economic‑security goals, targeting higher domestic content in semiconductors, AI, automotive, steel, aluminum, critical minerals and pharmaceuticals and seeking to curb reliance on China.

Mexico must balance preserving preferential U.S. market access with its own development agenda. The Mexican Confederation of National Chambers of Commerce, Services and Tourism (Concanaco Servytur) urged a calm, technically prepared approach ahead of the July 20 negotiation round, warning against automatic concessions and calling for coordinated action to protect existing investments, support new projects and address financing, bureaucracy and formalisation challenges.

U.S. Trade Representative Jamieson Greer described Mexico as “pragmatic” while labeling Canada “uncooperative,” noting that the United States is pursuing tighter rules of origin—such as a 50 % U.S. value requirement for vehicles—to reduce the trade deficit. Greer indicated that bilateral talks with Mexico will proceed separately from stalled discussions with Canada, a split that could produce a U.S.–Mexico deal first and leave Canada with a take‑it‑or‑leave‑it stance, affecting automotive and agricultural supply chains across the three countries.

The uncertainty continues to stall automotive projects in Coahuila and raise investor doubts in Veracruz, Chihuahua and other near‑shoring hubs, while Mexican business groups submit priority lists seeking investment certainty.
