Vietnam Decree 168 enforcement continues, fines rise

Overview
The Decree 168 traffic‑safety programme kept expanding through late July, with provincial police in Bac Ninh, Ninh Binh, Thanh Hoa, An Giang and other provinces publishing updated violation lists captured by automated cameras on major highways. Fines continued to range from 400,000 VND for minor lane‑line breaches to more than 22 million VND for red‑light violations, alongside licence‑point deductions.
On 25 July, Thanh Hoa police reiterated fines of 800,000‑1,000,000 VND for seat‑belt and helmet breaches. Two days later, authorities urged 269 drivers with overdue penalties to settle via the online portal.
In An Giang, police reported 74 motorists who ran red lights or exceeded speed limits between 1 July and 15 July; under Decree 168/2024 they now face fines of 800,000 VND to over 20 million VND and additional point losses, with harsher sanctions if an accident occurs.
A separate case in Gia Lai involved a truck driver who smashed a railway‑crossing barrier on 27 July. He was fined 41.5 million VND and had his licence suspended for two months under Decree 81/2026, which targets unlawful crossing of railway level‑crossings.
Hanoi’s AI‑driven traffic command centre continued to aggregate camera data and broadcast real‑time congestion warnings, reinforcing automated monitoring as a core tool for city‑wide traffic management.
