Vietnam Decree 168 traffic fines expand, AI cameras added

Overview

Vietnam’s traffic-safety programme under Decree 168 continued to broaden through August 2026. Provincial police in Cao Bằng reported 15 signal-and-speed offences captured by cameras from 21-27 May, issuing notices for payment within 20 days. In Thanh Hóa, 467 speed violations recorded on National Highway 1 between 1-15 May were posted online for drivers to settle. Late-June to early-July saw a surge in “cold-fine” notices: 884 motorbikes and cars were fined across Cao Bằng (69 cases, 24-30 June), Hưng Yên (155 cases, 29 June-5 July) and Bắc Ninh (660 speeding cases). Thanh Hóa and Bắc Ninh each issued detailed lists of 455 and 660 speed-limit breaches respectively, while a separate incident in Hưng Yên led to the pre-trial detention of a 17-year-old who assaulted officers. During the week of 6-12 July, 828 vehicle owners in Bắc Ninh, Ninh Bình and Thanh Hóa faced unpaid fines for speeding and red-light runs; a Ninh Bình truck driver received an 18-20 million VND fine and four licence-point deductions. Bắc Ninh later published a list of 541 speed-violation vehicles (6-12 July) with fines ranging from 800 000 VND to over 12 million VND. AI-driven traffic monitoring expanded: Bac Ninh listed 377 violations (4-10 July) including red-light and lane-line breaches, while Cao Bằng added 62 offences (8-14 July). Hanoi’s new AI command centre now feeds real-time congestion alerts to 36 LED screens at major intersections. In late July, Thanh Hóa fined 221 motorists for seat-belt and helmet non-compliance (21-30 June), and Phú Thọ prosecuted a driver for obstructing officials after fleeing a checkpoint. Bắc Ninh’s 18-24 July fines (315 owners) covered signal and lane violations, and the province also highlighted a fire-rescue competition, underscoring broader public-safety initiatives. In mid-August, enforcement efforts expanded to include community engagement. By late August, enforcement intensified through remote monitoring.
