Overview

In early July, Argentina’s Corrientes province expanded flood‑risk measures while Ecuador’s Manabí entered a prevention phase, reinforcing riverbanks and launching a US$28 million forest‑fire prevention campaign. The ERFEN observation on 10 July flagged sea‑surface temperatures 3.4 °C above normal, prompting infrastructure checks across the region. Ecuador also introduced the subsidised “Agroprotege” insurance for up to 500 000 ha of farms and inaugurated two major conservation programmes – “Vanishing Treasures II” for Andean wildlife and the National Forest Conservation Project 2026‑2029, allocating more than US$1 million to 183 communities.

On 19 July, Ecuador’s Sectorial Cabinet approved the Polo Forestal eucalyptus plantation project, a US$2.2 billion wood complex with a short‑fiber pulp and paper mill in La Concordia. The plan aims to develop large‑scale eucalyptus plantations in Esmeraldas, northern Manabí, Santo Domingo de los Tsáchilas and north‑west Pichincha, but environmental experts warned that monoculture eucalyptus can degrade biodiversity, dry soils, increase glyphosate use and raise fire risk, urging consideration of native species as alternatives.

Community‑driven ecotourism initiatives progressed in Ecuador’s Los Cedros protected forest (Imbabura) and Guayaquil’s protected forest hills, showcasing sustainable tourism models despite limited institutional support and pressure from urban expansion.

On 1 August, the municipality of Recreo in Argentina released a flood contingency plan targeting heavy rains linked to the ongoing El Niño event. The plan details regular channel cleaning, drainage maintenance, pumping‑station monitoring and activation of an integrated operations centre when forecasts exceed 100 mm of rain. Simultaneously, Argentina’s SENASA and INTA issued guidance for livestock producers in Corrientes and Misiones, advising evacuation planning, pasture protection and sanitary‑hazard management for flood‑affected farms.
