Regional crackdown on gangs, drugs, mining and crime

Overview

Peruvian security forces have continued a multi‑regional offensive against organized‑crime groups and illicit activities. In early July 2024 operations seized dynamite cartridges, dismantled theft‑mining rings, and arrested suspects in Sullana, Puno and Callao; a joint raid in Tacna confiscated counterfeit shoes. Subsequent actions targeted explosive‑extortion gangs, capturing members of “Los Goteros del Norte” in Sullana, dismantling “Los Fríos de Parcona” in Ica after a restaurant bomb, and arresting a father‑son duo in Piura with dynamite. Police also stopped armed robberies in Lima’s El Partidor‑Las Lomas and Los Olivos districts, seizing firearms and a Colombian national. A human‑trafficking awareness campaign launched in Juliaca, Puno, preceded a July‑21 information fair, and a pact with Pluspetrol equipped municipalities in Pisco with vehicles, radios and surveillance for joint patrols. On 18 July 2024 two Venezuelan men were detained in Los Olivos after a chase, found with pistols, a grenade, an extortion letter, marijuana and a motorcycle, linking them to recent attacks on inter‑provincial transport. In July 2026 the pattern recurred when police again captured two Venezuelan suspects—identified as Rander Rebolledo Montes (23) and José Bolívar Aldama (20)—on the Panamericana Norte highway. The Explosives Disposal Unit intervened, and authorities tied the pair to a June 13 assault on an El Dorado vehicle and a June 18 shooting of a Cruz del Norte unit, underscoring the persistence of the extortion‑oriented network. Regional officials in Piura urged the incoming administration to prioritize a crackdown on informal mining, recommending digitalised formalisation, training for small‑scale miners, upgraded supervisory equipment and greater community monitoring, especially around projects in Tambogrande, Ayabaca, Paita and Sechura.
