Indonesia expands AI hub: infrastructure, talent & policy

Indonesia’s AI-driven transformation has accelerated through major infrastructure launches and academic partnerships. Indosat Ooredoo Hutchison (IOH) has officially launched Zankore, a joint venture with Ooredoo Group, Nvidia, and Nokia. Following an $800 million investment from Ooredoo, which holds a 49% stake, the venture is developing a 1 GW AI factory and neocloud platform in Batang, Central Java. The project will utilize Nvidia’s DSX reference architecture—including Nvidia GB300 NVL72 hardware—and Nokia’s networking infrastructure. Zankore plans to deploy its initial 200 MW of capacity in the first half of 2027, eventually scaling to the full 1 GW capacity to serve hyperscalers, enterprises, and governments.

In the realm of talent and research, the UGM Indosat NVIDIA AI Technology Center (NVAITC) has been established as Indonesia’s first university-based AI center. A collaboration between the Ministry of Communication and Digital, IOH, Nvidia, and Universitas Gadjah Mada (UGM), the center is part of the Indonesia AI Center of Excellence initiative. It utilizes Indosat’s ‘GPU Merdeka’ sovereign GPU-as-a-Service platform and Nvidia’s full-stack AI platform to provide researchers and students with enterprise-class accelerated computing and technical training. Minister of Communication and Digital Meutya Hafid described the center as a crucial step toward “establishing national AI sovereignty and transforming Indonesia from an AI consumer into a global innovator.”
