German auto industry restructuring and job cuts
Overview
The German automotive industry is undergoing massive restructuring driven by fierce competition from Chinese electric vehicle manufacturers and a significant slump in Chinese sales. By late July 2026, BMW reported a 35% drop in after-tax profit and announced up to 8,000 job cuts. Volkswagen Group reported that while overall revenue remained stable in the first half of 2026, its after-tax profit fell by 30.7% due to a sharp decline in deliveries from its Chinese joint ventures. In August 2026, Volkswagen’s majority shareholder, Porsche SE, reported a net loss of €2.2 billion. CEO Oliver Blume described the situation as ‘more than critical,’ noting that the organization is ‘too large, too slow, and too complex.’
To address this, Volkswagen is implementing a ‘Zielbild 2030’ strategy to reduce complexity. By early September 2026, the company’s Supervisory Board unanimously approved the ‘Zukunftsplan 2030’ (Future Plan 2030), marking the most extensive restructuring in its 89-year history. The plan aims to increase the operating return on sales to 9% by reducing the model lineup from 150 to 75 and discontinuing the SEAT brand. The restructuring could cost as much as €16 billion, with approximately €10 billion potentially allocated to workforce reductions. This involves cutting approximately 50,000 jobs globally, which could bring total job losses to nearly 100,000 by 2030.
The restructuring includes phasing out production at four German plants: Emden and Zwickau by 2031, Hannover by 2032, and Neckarsulm by 2034. Amid these changes, the IG Metall union has requested a review meeting to ensure Volkswagen adheres to investment commitments made in a December 2024 collective agreement, emphasizing that employees expect promised job security and site investments to be honored. Additionally, IG Metall delegates have finalized candidate lists for the 2027 supervisory board elections, signaling a more competitive selection process.
