Indonesia PLN electricity operations and tariff freeze
Overview
PLN has maintained electricity tariffs through the third quarter of 2026. The Ministry of Energy and Mineral Resources decided to freeze rates for both subsidized and non-subsidized categories to preserve consumer purchasing power and industrial competitiveness, despite economic indicators like exchange rates and coal prices suggesting potential adjustments.
Minister Bahlil Lahadalia stated that the freeze aims to support industrial competitiveness and maintain national economic stability. This decision covers 13 non-subsidized and 24 subsidized categories, including social, low-income households, and MSMEs. For the July–September period, the government opted for stability despite standard adjustment formulas involving the Rupiah exchange rate, Indonesian Crude Price (ICP), inflation, and the Reference Coal Price (HBA).
Operational activities continue to expand and stabilize service. PT PLN has achieved a 100 percent electrification ratio on Tagalaya Island in North Halmahera Regency, transitioning the area to 24-hour electricity service. In Palu and Sigi, PLN UP3 Palu reported achieving “zero down time” during the Sea Love Day activities on September 2–3, 2026.
To improve customer service, PLN has facilitated easier access to monthly bills and tariff information via the PLN Mobile application. Current rates for the third quarter include 450 VA subsidized at Rp415 per kWh and 1,300 VA at Rp1,444.70 per kWh. Alongside these efforts, PLN continues to advance renewable energy infrastructure, with approximately 9.2 GW of hydropower and mini-hydro projects in various execution stages as of July 2026.
