Mexico widens crackdown on fuel theft

Overview

On 14 July, the Jalisco New Generation Cartel (CJNG) circulated a video warning rival groups Unión Tepito and the Cartel de Tláhuac in Mexico City and the State of Mexico that it would target extortionists and “put order” on criminal activity. While authorities have not verified the video, it raised concerns about a possible spike in violence. In the same period, security forces stepped up operations against the CJNG. The Navy captured David Vargas Rivera, alias “El Ocra”, alleged leader of a hydrocarbon‑theft network in the State of Mexico, near Mexico City’s international airport. The Secretariat of Public Security and the National Guard also dismantled a CJNG cell in the Álvaro Obregón borough, detaining six suspects and seizing marijuana, cocaine and methamphetamine.

Two days later, on 16 July, former Baja California governor Ernesto Ruffo Appel was arrested in Ensenada by the Secretariat of Security and Protection Citizens on charges of organized crime and illegal fuel trafficking. Prosecutors allege his company Ingemar imported and distributed millions of litres of gasoline and diesel without proper customs declarations, including a reported 15‑million‑litre seizure in Coahuila in 2025. He was transferred to Federal Attorney General offices in Tijuana for processing, marking one of the most politically sensitive law‑enforcement actions in recent Mexican history.

These actions underscore the continued expansion of Mexico’s multi‑agency campaign to dismantle fuel‑theft networks and curb cartel‑linked criminal activity.
