Fuel price spikes and policy moves in Central Europe
Entities: Petrom · Cristian Bușoi · Romanian Government · Sorin Elisei · Oil Terminal
Overview
By late July 2026 Romania deepened its fiscal response to high diesel prices and tackled emerging supply bottlenecks. An amendment to the 2026 agricultural diesel aid raised the programme’s budget by 94.3 million lei, lifting total allocation to 714.3 million lei. The subsidy – 2.697 lei per litre – applies to diesel used for farm work between 1 January and 31 March 2026 and will be paid through the Agency for Payments and Intervention for Agriculture (APIA). Vice‑premier Tánczos Barna said the extra funding will keep Romanian farms competitive. The Chamber of Deputies also scheduled a plenary vote on state‑aid schemes for pig and cattle breeders, proposing up to €50,000 per breeder and allowing use of the reserve fund to finance the aid within the current year.
On 31 July the government met senior officials of the Ministry of Energy with representatives of major oil firms (Petrom, Socar, MOL România, Lukoil, Oscar, Rompetrol) to discuss recent rail‑transport delays from the Oil Terminal to domestic depots. Companies assured they have sufficient stocks to meet demand and do not expect shortages. Officials are examining ways to streamline rail logistics, while noting recent legislation that declared a fuel‑market crisis, cut diesel excise, limited diesel exports and imposed higher taxes on exceptional profits.
In Hungary, wholesale gasoline fell while diesel procurement rose, pushing retail diesel to about 9 forints / L. Poland continued to weigh temporary price regulation for the final two weeks of August if the Israel‑Iran conflict sustains market volatility.
