Romanian fuel price volatility and policy response

Overview

By early September 2026, the Romanian government modified its state aid scheme for transporters to align with Law no. 162/2026 and EU taxation directives. Replacing a flat rate of 85 bani/liter, the new compensation amounts are tied to the level of national excise duty reduction: 71 bani/liter for a 15% reduction, 57 bani/liter for a 20% reduction, and 43 bani/liter for a 25% reduction.

Despite the 25% excise tax reduction implemented in early September, fuel prices reached historic highs. Gasoline hit record prices of up to 9.79 lei per liter, while diesel surpassed the 10 lei per liter threshold across all major networks, including OMV Petrom, MOL, Rompetrol, and Lukoil. Rising international oil prices largely offset the fiscal relief. In response to these costs, there has been a growing trend of drivers switching to LPG (autogas) systems to reduce expenditures.

The National Authority for Consumer Protection (ANPC) began monitoring stations, fining some operators between 100,000 and 500,000 lei for violating regulations by increasing prices multiple times a day.

By September 6, market trends showed slight variations. While diesel prices generally remained above 10 lei per liter, the average diesel price had decreased by 6.8% compared to the previous month, with the lowest price recorded at 9.96 lei per liter in Albești. Gasoline prices showed minor fluctuations, with some stations in Mureș county offering rates below 9.5 lei per liter, though prices in major cities like Bucharest and Cluj-Napoca remained near 9.70 lei per liter.
