Mexico City Hoy No Circula and Ozone Contingency
Overview
The Hoy No Circula program continued its rotating vehicle bans through mid-September 2026 across Mexico City and the State of Mexico. Following the restrictions on September 7, which targeted yellow-sticker vehicles (plates 5 and 6) with holograms 1 or 2, the program moved to Saturday, September 12. On that day, all vehicles with hologram 2 were prohibited from circulating between 05:00 and 22:00 (or 23:00), alongside hologram 1 vehicles with even-numbered license plate endings. The Comisión Ambiental de la Megalópolis (CAMe) noted that no extraordinary double restriction was planned for that date.
Environmental concerns escalated on September 12 when CAMe activated Phase 1 of an environmental contingency in the Valley of Mexico and the Mexico City Metropolitan Area due to high ozone concentrations. Monitoring stations recorded levels of 161 ppb at Benito Juárez and 157 ppb at the Centro de Ciencias de la Atmósfera in Coyoacán. This contingency was attributed to a high-pressure system, weak winds, and intense solar radiation.
In response to the contingency, additional circulation restrictions were set for Sunday, September 13, from 05:00 to 22:00. These include hologram 2 vehicles, specific hologram 1, 0, and 00 vehicles, as well as local and federal cargo vehicles restricted between 06:00 and 10:00. Authorities advised vulnerable populations to avoid outdoor activities between 13:00 and 19:00.
Parallel to these bans, the mandatory emissions testing calendar remains in effect. Drivers with pink stickers (plates 7 and 8) must complete verification in September, while those with red stickers (plates 3 and 4) have a window spanning September and October.
