Mexico City Hoy No Circula – End July 2026

Overview

Following a brief suspension on 26 July, Hoy No Circula restrictions were reinstated on 29 July, barring red‑sticker vehicles with plates ending in 3 or 4. Heavy rain and coordinated protests on 30 July further crippled traffic, with eleven actions blocking key avenues, flooding intersections and reducing speeds by roughly 35 %. Vehicles with green stickers and plates ending in 1 or 2 were also prohibited that day, and fines remained 20–30 UMA.

On 31 July the programme shifted to a new set of criteria: cars displaying a blue verification sticker and plates ending in 9 or 0 (holograms 1 or 2) were barred from circulating. The restriction applied to the 16 Mexico City boroughs and the 18 adjacent municipalities of the State of Mexico, and was mirrored in nearby municipalities of Hidalgo, Morelos, Puebla and Tlaxcala that follow the same schedule. Exemptions continued to include electric, hybrid and fuel‑cell vehicles, zero‑hologram cars and vehicles with special permits such as emergency, school transport and hazardous‑waste trucks. Violations are penalised at 20–30 times the UMA (≈ $2,350‑$3,520).

Authorities confirmed that the July 31 restrictions remain in force under the existing schedule, with no announced changes. The program is administered by the Secretaría del Medio Ambiente (SEDEMA) and the Comisión Ambiental de la Megalópolis (CAMe). Commuters were urged to use alternative routes, public transit (Metro, Metrobús, RTP, trolleybus) and real‑time traffic updates. Restrictions ran from 05:00 to 22:00 and extended to certain foreign‑registered cars, with weather forecasts calling for clear skies early, rising temperatures to about 18 °C, and possible rain showers later in the day.
