Overview

Throughout late 2026, the NDLEA has intensified its operations, shifting focus toward dismantling the financial structures of drug cartels. Chairman Buba Marwa has directed investigators to prioritize asset tracing and forfeiture, asserting that arresting couriers is insufficient if the “financiers and their illicit wealth remain untouched.”

Enforcement has targeted diverse smuggling methods. In August, the agency discovered a fentanyl precursor during a raid on a methamphetamine lab in Ogun State, facilitated by forensic technology from the U.S. International Narcotics and Law Enforcement Bureau. Maritime and aviation interceptions have also yielded significant results, including the seizure of 1.49 tonnes of synthetic cannabis from Thailand at Lagos ports and the interception of 47,200 captagon tablets concealed in soap at Murtala Muhammed International Airport.

High-profile arrests have bolstered these efforts, including the repatriation of suspected kingpin Festus Ibewuike from Benin Republic, who was linked to a record heroin seizure in 2024. The agency has also intercepted large quantities of pharmaceutical opioids and cannabis in various states, including Edo and Ondo.

To support these evolving threats, President Bola Tinubu has advanced legislative reforms. The administration has transmitted the National Drug Law Enforcement Agency Bill 2026 to the legislature to establish a consolidated legal framework, alongside a National Policing Bill aimed at addressing broader security needs through potential constitutional amendments.
