Brazil faces US 25% tariff on exports

Overview

On 14 July 2026 the United States announced a 25 % additional tariff on most Brazilian products, to take effect on 22 July. The measure follows a Section 301 investigation that cited alleged unfair practices in digital commerce, the Pix instant‑payment system, intellectual‑property, ethanol market access, illegal deforestation and forced‑labour concerns. Roughly 4,200 items worth about US$15 billion are covered, but key goods such as beef, coffee, orange juice, certain aircraft parts and other products deemed essential for U.S. supply chains are exempted. Brazil’s government labelled the tariffs “unfair” and reiterated its stance in a fifth high‑level meeting with U.S. officials. President Luiz Inácio Lula da Silva, Finance Minister Dário Durigan and other ministries said they will continue dialogue while preparing counter‑measures, including a new Medida Provisória and activation of the Economic Reciprocity Law. Brazilian ministries warned of significant export losses and urged the United States to expand exemptions. The Ministry of Finance, however, projects a modest overall impact. The U.S. market accounts for about 11 % of Brazil’s exports and less than 2 % of GDP. Export performance has remained resilient after a previous tariff hike in August 2025, and pending exemptions are expected to keep the economic shock limited. The ministry also raised its inflation forecast to 5.1 % amid broader global tensions. Financial markets reacted sharply to the announcement, with the real dollar climbing above R$5.10 and the Ibovespa slipping more than 0.5 %. U.S. Trade Representative Jamieson Greer and Secretary of State Marco Rubio defended the duties as necessary to address the cited unfair practices, while Brazil signaled it will pursue the dispute at the WTO and has activated the Reciprocity Law (Law No. 15 122) to impose comparable measures on U.S. goods.
