Jakarta waste hub strain and nationwide PSEL rollout
Entities: Muchlisin · Pramono Anung · Makassar City Government · Agung Pujo Winarko · Bantargebang landfill
Overview
Governor Pramono Anung’s 500‑year vision continues to intertwine large‑scale waste infrastructure with community‑level solutions. After a landslide at the Bantargebang integrated waste‑processing plant (TPST), the governor issued a gubernatorial instruction mandating household waste segregation city‑wide, piloting the scheme in areas such as Rorotan (Cilincing) and expanding education programmes that include free private schools and scholarships. The Metropolitan Police launched the “Jaga Jakarta Bersih dan Asri” campaign, distributing bins for organic and inorganic waste and reinforcing the segregation drive. Parallel clean‑up operations at Muara Angke have reached 85‑90 % completion, with routine cleaning now mandated to prevent a repeat of the earlier “trash island.” A new compost‑storage site at Ciangir (Legok, Tangerang) was approved to handle up to 9,000 tonnes of daily municipal waste, supporting the city’s waste‑to‑energy (PSEL) plants in Bantargebang, Bekasi and future sites. Household waste‑separation programmes in the Central District cut incoming trash by over 1,100 tons in the first half of 2026, while the PHINLA initiative links waste‑banks with micro‑savings groups to further reduce landfill loads. Nationally, Danantara Investment Management and its clean‑energy arm Denera have selected eight consortiums to develop Phase II of the PSEL programme across 20 regencies, adding partners such as Veolia, Everbright and SUEZ. Design work is slated for completion in 2026 with groundbreaking in early 2027; power‑purchase agreements and streamlined regulations aim to accelerate financing. The government is converting Bantargebang into a controlled landfill using geomembrane sheets, targeting full coverage of five‑six hectares this year and eliminating open dumping by 2029. Similar controlled‑landfill conversions are underway in Makassar. Additional waste‑to‑energy projects are progressing in Bali, Palembang and Denpasar, while Danantara also backs the proposed International Financial Centre in Jakarta.
