Global pursuit of sovereign AI and infrastructure
Overview
Global efforts to establish technological sovereignty through artificial intelligence (AI) are accelerating, characterized by massive infrastructure investments and evolving regulatory frameworks.
In Europe, the implementation of the EU AI Act has seen key high-risk compliance obligations postponed to 2027 and 2028. To bolster digital sovereignty, Spain is aggressively pursuing AI infrastructure, including a €719 million bid for an EU AI gigafactory and significant investments in data centers and semiconductor development via Openchip. Germany is similarly focusing on industrial AI and expanding its computing capacity, with plans to quadruple AI-specific capacity by 2030 and the establishment of a dedicated AI Security Institute to manage emerging risks.
Other nations are pursuing strategic AI roadmaps. Israel has approved a national strategy to become a global AI superpower, while the United Arab Emirates is integrating "agentic" AI into government services. India is positioning itself as a technology leader through large-scale investments in semiconductors and clean energy, alongside strategic partnerships with Nordic nations to co-author AI norms.
As adoption grows, the focus is shifting toward addressing the AI skills gap, managing "shadow AI" within organizations, and developing robust cybersecurity measures to counter AI-driven threats. The transition is increasingly marked by a move toward "agentic" systems and the need for disciplined governance to ensure ethical and secure deployment across public and private sectors.
