Overview
The Treasury’s draft financing reform, slated for discussion on 29 July, keeps the 2009 regional model as an option while proposing a new scheme that drops the IRPF‑revenue transfer, adds a voluntary common pool and creates a VAT‑SME fund expected to generate about €21 bn for communities. Regional governments have continued to detail their 2026‑27 budgets and to fund local projects. In late May, Castilla y León and Castilla‑La Mancha delegates visited small municipalities, financing multipurpose halls, school‑yard renovations, elderly‑care homes and flood‑recovery work with grants ranging from €6 000 to €105 000. Early June saw the PP’s provincial president convene mayors in El Bierzo and Cáceres to coordinate election lists and infrastructure upgrades, while PSOE councils in Sanlúcar and Sagunt criticised low execution of 2025‑26 budgets. Alicante’s municipal PSOE denounced an 80 % cut to its 2026 education budget. On 9 June, Castile and León’s president announced a gradual IRPF‑bracket reduction, inheritance tax cuts, a “zero‑tax” regime for rural property transfers and a housing programme that includes 5 000 protected homes and a youth‑savings account. Castilla‑La Mancha’s finance council signalled readiness for bilateral talks on regional financing. Mayors of Poio, Cádiz, Jerez and Huelva presented three‑year reviews, highlighting debt reductions, new housing units, expanded bus fleets and large‑scale public‑service investments. Municipalities in Vícar and Ciudad Real expanded road‑safety education for thousands of children. The national government approved €20.4 m for Huelva road maintenance, €188.4 m for Castilla y León’s highway network and a €1.006 bn programme to maintain 3 670 km of state roads. Subsequent contracts funded road upgrades in Huelva, Cádiz, Valencia and a €83.78 m Valencian road‑upkeep plan, while local authorities in Madrid, La Línea, Cartaya and Albacete received multi‑million euro infrastructure grants.
