Mexico grid strain: widespread protests and billing disputes
Overview
By early September 2026, electrical instability in Mexico had expanded into widespread civil unrest across the Yucatán Peninsula and other regions. Following a massive blackout on August 31 caused by vandalism to insulators on two 400 kV high-tension transmission lines, the CFE restored power to Yucatán, Quintana Roo, Campeche, and Chiapas after approximately seven to eight hours of disruption. The outage had impacted residential, commercial, and industrial sectors, causing traffic signal failures in Mérida and affecting millions of users.
Despite these repairs, persistent electricity shortages and outages continue to trigger protests. In Cardel, residents of the Vicente López neighborhood blocked the Xalapa–Veracruz highway and protested at the La Antigua toll booth to demand service restoration after several days without power, citing food spoilage and risks to families with medical needs. In Playa del Carmen, frequent blackouts during high temperatures continue to affect households and businesses reliant on air conditioning and refrigeration, with residents reporting ongoing instability and voltage variations. In the Tres Reyes community, residents face recurring outages lasting several days; the CFE stated this area is undergoing a regularization process involving community meters while land ownership is being legally clarified.
By September 9, the crisis drew legislative scrutiny. In San Luis Río Colorado, Sonora, Deputy Juan Pablo Arenivar Martínez called for grid modernization and simplified compensation rules for families whose appliances were damaged by voltage fluctuations during extreme heatwaves reaching 52 degrees Celsius. In Yucatán, Deputy Álvaro Cetina Puerto submitted a formal request demanding transparency regarding energy sufficiency and a measurable investment plan with specific deadlines to modernize infrastructure.
