Overview
The Special Intensive Revision (SIR) of electoral rolls in Telangana has entered a phase of significant administrative challenges and political scrutiny. To assist with the verification process, Chief Electoral Officer C Sudarshan Reddy issued directives allowing adult family members to submit necessary documents on behalf of voters. This follows the identification of approximately 93 lakh flagged voters due to anomalies such as spelling errors, age discrepancies, and progeny mapping errors. While over 80 lakh notices have been served, roughly 2,800 votes have already been categorized as ‘ineligible’ and deleted at the Electoral Registration Officer level. By late September 2026, reports indicated significant backlogs. In Telangana, more than 41.84 lakh notices have lapsed due to a lack of voter response, with the Medchal-Malkajgiri district reporting the highest number of lapsed notices at 7.98 lakh. While 46.25 lakh voters have completed verification, over 30.36 lakh records remain parked pending final scrutiny before the revised roll is published on November 9. The Telangana Pradesh Congress Committee (TPCC) has since submitted seven demands to the Election Commission of India (ECI) to address concerns over the exclusion of approximately 73.39 lakh electors from the draft rolls. The party noted that the total number of electors dropped from 3.38 crore at the start of the process to roughly 2.65 crore in the draft. The TPCC is demanding that failure to attend a hearing should not be the sole grounds for deletion and is calling for an independent audit of the electoral-roll software and greater transparency regarding application tallies. As of late September 2026, officials have cleared 4,554,236 electors for inclusion following hearings. Of approximately 9.28 million notices generated, 8.78 million have been delivered, with over 5.89 million hearings conducted to date.
