US‑Iran Hormuz navigation & diplomatic fallout

Overview

Following the collapse of the July 60‑day maritime cease‑fire, the United Nations on 13 July, through Secretary‑General Antonio Guterres, warned that the escalating exchange of strikes between the United States and Iran risked catastrophic regional and global effects and urged an immediate halt and diplomatic talks. Pakistan joined the call for restraint.

The same day Iran signalled it could abandon the cease‑fire memorandum if Washington did not honour its commitments, condemning a renewed U.S. naval blockade of Iranian ports and threatening to bar IAEA inspectors.

On 14 July Iran’s parliament began drafting a “Strategic Action for the Security and Sustainable Progress of the Strait of Hormuz and the Persian Gulf” bill, seeking to formalise Tehran’s authority over the waterway, including transit fees, while a faction of lawmakers voiced opposition to any dialogue with Washington. Deputy foreign minister Kazem Gharibabadi declared Iran would continue to exercise sovereign rights in Hormuz and is no longer bound by the memorandum of understanding, accusing U.S. actions of creating insecurity. Foreign Minister Abbas Araghchi labelled the United States’ operations “criminal,” urged international accountability, and discussed de‑escalation with Cyprus’s foreign minister.
