Balkans road safety and summer traffic management
Overview
In late August and early September 2026, road safety and traffic management remained critical issues across the Balkans. Heavy summer holiday traffic and religious observances caused significant congestion. In Croatia, the A1 motorway saw queues of up to 14 kilometers following an accident, while Slovenia experienced heavy congestion at the Karavanke and Šentilj border crossings. In Bosnia and Herzegovina, delays occurred at Izačić and Velika Kladuša due to construction and heat, while Serbian toll stations operated at full capacity to manage surges.
In Bulgaria, the Road Infrastructure Agency (API) implemented various restrictions and maintenance schedules. To manage peak periods and prevent accidents from improper overtaking, trucks exceeding 12 tonnes faced restrictions on the Trakia, Struma, and Hemus motorways, as well as the I-1 road. During the Bulgarian Reunification Day holiday, the Road Police reported 18 serious accidents within a 24-hour period, resulting in two deaths and 22 injuries. Significant disruptions included a three-car collision on the Hemus motorway near Elin Pelin and chain collisions on the Trakia motorway near Karnobat.
Looking ahead to the Independence Day holiday on September 22, authorities have announced new temporary restrictions for heavy goods vehicles exceeding 12 tons. On September 18, HGV movement leaving Sofia will be restricted from 15:00 to 20:00, while on September 22, restrictions will target vehicles traveling toward the capital between 12:00 and 20:00. Reversible lanes will be utilized on road I-1 near Simitli to manage flow toward tourist destinations. Exemptions for these measures include public passenger transport and vehicles carrying perishable goods, live animals, or dangerous goods (ADR) under specific conditions.
