Overview

In late 2026, road safety and traffic management remained critical issues across the Balkans. Heavy summer holiday traffic and religious observances caused significant congestion in Croatia, Slovenia, Bosnia and Herzegovina, and Serbia.

In Bulgaria, the Road Infrastructure Agency (API) continues to manage significant disruptions. Repairs to the Topli Dol tunnel on the Hemus Motorway remain a major bottleneck. To accelerate work, construction teams are working in two shifts. Regional Minister Ivan Shishkov stated the closure was unavoidable due to critical technical conditions, noting, “We do not want ambulances instead of traffic jams.” While initial estimates suggested a December reopening, recent updates indicate the tunnel project may continue until April 2027. Current traffic is being directed through the Varna-bound tube with one lane for each direction. Authorities are also preparing the Arabakonak Pass as an alternative route, with repairs expected to take approximately 20 days.

On the Struma Motorway, the Zhelezhnitsa Tunnel underwent a scheduled six-hour closure for fire alarm system upgrades, requiring diversions via the I-1 Sofia-Kulata road. Additionally, the API has proposed a new route for the Struma Motorway to bypass the Kresna Gorge, a protected Natura 2000 zone, with an environmental assessment expected by December 2026.
